OECD Says AI Readiness Requires More Than Technical Skills

What happened

The OECD policy paper “Skills in the AI age” examines adoption, labor-market exposure, skills, and policy. It says AI use among OECD firms rose from about 7% in 2021 to 20% in 2025, with larger companies and start-ups adopting more often than small and medium-sized enterprises. For 2022 to 2024, it estimates about one-quarter of workers faced generative AI exposure. It separates exposure from replacement: managers, professionals, and engineers face high exposure, but non-routine cognitive and social tasks make full automation less likely.

Why it matters

The OECD estimates advanced AI skills, including machine learning and data science, remain limited to roughly 1% of the workforce. It recommends foundational literacy and numeracy, role-relevant technical skills, critical thinking, creativity, and collaboration. Training teams need role-based, employer-led pathways, not one tool course. Completion alone cannot show whether someone can recognize unreliable output or choose an appropriate use case.

What to do next

Map universal literacy, role-specific application, and advanced technical work. Pair tool practice with verification, risk assessment, and decisions about when work should stay human-led. Use short modules that teams can update independently, and assess work rather than recall. Track access and participation, especially in smaller organizations.
