What happened
The 74, republishing West Virginia Watch, reports that the final piece of West Virginia’s 2023 Third Grade Success Act takes effect in the 2026-27 school year: public third graders with minimal understanding of grade-level English language arts or math on the state General Summary Assessment must be retained if recommended by the teacher and Student Assistance Team. WVDE guidance lists exemptions for students with disabilities, English Language Learners, students previously retained and others.
Why it matters
For schools, the policy ties early-literacy and numeracy supports to a high-stakes promotion decision. The law also required aides in K-3 classrooms focused on reading, teacher training in the science of numeracy and literacy, benchmark assessments and screenings including dyslexia. State officials previously estimated 2,000 to 3,000 students could be affected.
